System Risk Assessment – an online instrument for sustainability governance

This is an outline of the project in development. The application is currently in the testing phase and is planned to be developed according to the ideas below.

Background:

  • In disaster management and security management, different Early Warning Systems (EWS) as well as disaster management scenarios exist.
  • Practice shows that while EWS exists, warnings are often ignored or downplayed.
  • Understanding of vulnerabilities and reasons for ignorance of warning signs enables stakeholders to improve their risk preparation.
  • This online instrument should facilitate identification of vulnerabilities and sources of ignorance of system risks.
  • Using this innovative tool, stakeholders can gain valuable insights into prevailing attitudes and misconceptions surrounding system risk, informing more effective risk mitigation strategies, budgeting, and policy decisions.
  • A system risk profile of the user (individual, organization, city).
  • Provide feedback in the form of local examples of vulnerabilities and system risks, and good and bad practices from the different regions involved in the project.

Aim: Design and implement an interactive web application to assess the system risk perception by collecting and analyzing the perceptions of local stakeholders. The application is a sophisticated instrument for acquiring diverse perspectives on various topics pertinent to system risk. Leveraging evaluation mechanisms, the proposed application offers individualized feedback to participants while concurrently facilitating the construction of a robust statistical model based on aggregated responses. The integration of statistical techniques enables the identification of trends and patterns within the dataset, thus providing insights into public perceptions of system risk.

The idea, very shortly, is to develop an instrument by which different stakeholders can asses their perception of system risk (the risk that a whole system stops functioning, like electricity supply, supply chains, climate disasters, etc.), and identify reasons for their ignorance of system risk.

At the same time, this instrument allows for the creation of a profile of the system risk perception in different organizations. And obtain feedback on the results. This may be relevant in the development of measures to increase risk preparedness

The instrument allows the collection of research data that enables the development of the instrument with the engagement of the different stakeholders involved.

The instrument can be useful for:

  • Individual and organizational learning.
  • Understanding the importance of the application of the precautionary principle in disaster and system risk management.
  • Develop measures adjusted to the local institutional environment.
